Northglenn City Council voted on the following legislation during its July 23 meeting.

Council members in attendance were Mayor Joyce Downing; Carol Dodge and Wayne Dodge, Ward I; Joe Brown, Ward II; Mayor Pro Tem Susan Clyne and Marci Whitman, Ward III; and Gene Wieneke and Kim Snetzinger, Ward IV. Leslie Carrico, Ward II, was absent.

Property zoning changed for Starbucks

Council unanimously approved a special ordinance to rezone the property at 200 W. 104th Ave. to a preliminary planned unit development to create a Starbucks Drive-Thru.

Council’s second reading on this issue will be Aug. 13.

Traditionally, the order would be a preliminary recommendation from the planning commission, then the first and second readings by council; however, city staff felt council should pass the first reading, then have the item go before the commission in order to expedite the process.

Board appointments approved

Council unanimously approved a resolution to appoint Gloria Mikan as a regular member of the Liquor Licensing Authority to fill the unexpired term of Dave Usechek. This term will expire Dec. 31. Council also unanimously approved the reappointment of Brian Swinbank as the Ward II representative to the Parks and Recreation Advisory Board. His term will expire May 24, 2015.

Water-testing equipment approved

Council unanimously approved a resolution to purchase the equipment, software and services for the Total Organic Carbon Analyzer System for $30,197. The equipment is used to measure the quantity of organic carbon in raw and unfinished drinking water. The state of Colorado and the U.S. Environmental Protection Agency require this monitoring at treatment facilities. This expenditure is in the 2012 laboratory budget for the amount of $35,000.
