Referendum A:
Changes to the State
Personnel System
Under this proposal, the state’s personnel system, which serves
about 31,000 employees, would be updated to make it more flexible
and keep pace with modern employment practices.
Referendum A consists of new rules governing hiring and
promotions, the state personnel board, testing and interview
eligibility; and contracts for services. The proposed changes would
have the following impacts, among others:
* Allows the governor’s administration to select 140 more
individuals to carry out policies.
* Allows the Legislature to make exceptions to the Colorado
residency requirement, provided employees are U.S.
residents.
* Transfers the personnel board’s rule-making authority over
hiring, job classifications, compensation, performance standards
and voluntary departures to the executive director.
* Increases the interview eligibility list to six from three
applicants.
* Extends preference to National Guard veterans who served
during wartime.

Council.
Referendum B:
Obsolete constitutional
provisions
This proposal is an attempt to clean up some of the provisions
in the constitution that have been rendered out-of-date due to new
developments, including:
* A requirement the superintendent of public instruction serve
as the state librarian would be deleted because the superintendent
job was eliminated.
* A provision regarding the voting eligibility of people who
reside in poorhouses would be removed because poorhouses no longer
exist.
* Referendum B would also remove a requirement residents live in
the state for three months before being eligible to vote because
the three-month limit was ruled unconstitutional in 1972.

Referendum 4A:
FasTracks sales tax
increase for rail
Crafted by RTD, FasTracks is a 12-year plan to build high-speed
rail lines, and expand and improve service and Park-n-Rides. The
program would cost $4.7 billion, partly paid for by a sales tax
increase of 4 cents on a $10 purchase.
The project includes 119 miles of new light rail and commuter
rail, 18 miles of bus rapid transit service, 21,000 new parking
spaces at rail and bus stations and expanded bus service in all
areas.
FasTracks includes a 2.3-mile light rail extension to T-REX from
Lincoln Avenue to RidgeGate at Lone Tree along Interstate 25, a
10.5-mile light rail line along I-225 connecting Parker Road to
Peoria Street, and commuter lines to Longmont through Boulder and
to DIA.
