The Castle Rock Town Council approved plans for one of the final
developments in Founders Village Tuesday night.
The new neighborhood will be built on a 108-acre parcel known as
filing 24 located east of Mitchell Canyon, north of Milkelson
Boulevard and west of Castlewood Ranch. The new development, to be
built by U.S. Euro Partners LLC, will add 194 single-family lots
and 264 multi-family townhouse lots. The site also includes a
20-acre site for a future middle school.
Among the main issues the developer had to resolve to get
approval for development was the fate of a historic homestead site
on the property.
The historic ruins are located in a drainage area where the
applicant proposed to build a detention pond. The site is neither a
historic landmark nor one of the town’s historic areas, but the
council and planning commission had expressed unanimous interest in
preserving the site as much as possible.
However, structural analysis of the site revealed the homestead
was not structurally sound, making it unsafe to preserve in the
middle of a neighborhood and not stable enough to move to another
location. As a result, U.S. Euro Partners agreed to reconstruct the
foundation of the homestead with original materials, creating a
historic monument some 300 yards from the original site.
The new monument will be located at the end of a footpath the
developer plans on building along the western edge of the property
and Mitchell Canyon. It will include the foundation of the home,
reconstructed with the original materials and a display with an
image depicting how the home originally appeared.
