BOCC highlights
Following are highlights from the June 16 Elbert Board of County
Commissioners meeting.
* Floyd Crossman, code compliance officer, handed code
violations in the Cottonwood Estates subdivision to county attorney
Mark Scheffel. The code violations involve mobile homes left in
place beyond the length of time permitted by zoning
regulations.
* Carol Vonfeldt, fairgrounds manager, requested permission to
replace the paging system at the fairgrounds. Vonfeldt received two
bids for approximately $35,000. Commissioners requested that the
work be placed under the formal advertised bidding
process.
* Tim Sheridan, of Simla Road and Bridge, told commissioners
that a stop payment was placed on a check for $2,488, which was
written to the county for payment of road signs for Heald’s second
addition in Agate. Sheridan has attempted collection for two years.
Scheffel said the owner has retained counsel and has been in
contact with him to discuss a resolution.
* Tom Penewell, of Kiowa Road and Bridge, gained approval to
spend up to $20,000 at an auction to purchase a used striping truck
for the county.
* Commissioners approved county maintenance on a 1,360-foot road
in Shepards Ranch, three roads in Rustlers Ridge totaling 7,222
feet, and four roads in Overland totaling 4,461 feet.
* Commissioners appointed Susan Evans to the Elbert County
Library District board of trustees.
* Earl Lambert, of Cowboy Up Rodeo, asked commissioners for
permission to rope off a street in Elbert during Elbert Days July
17 for a beer garden fund-raiser to benefit the Elbert Women’s Club
effort to renovate the mercantile building. Commissioners directed
Scheffel to draft a letter permitting the use of the street for the
fund-raiser, to allow Lambert to apply for a liquor license for the
event.
* Commissioners granted approval to the sheriff’s office to
begin the hiring process to fill two vacant positions.
* Keith Westfall, representative for an Elbert County landowner,
had asked commissioners to grant ownership of a piece of property
back to the landowner, after a title search revealed the county
owns a 30-foot by quarter-mile strip of land surrounded by the
owner’s property. The land in question was sold to the county for
$22 in 1921.County assessor Laura Forbes valued the strip of land
at $5,440, based on the comparable land values for surrounding
acreage. Commissioners passed a motion to have the land formally
appraised to establish a policy for land valuations of county-owned
land.
* James McClanahan, of planning and zoning, informed
commissioners that the Johnson rezone and minor development was
continued to June 30, at the request of the applicant. This is the
applicant’s third request for a continuance; the application was
submitted in 1999 after the property was found to be in violation
of zoning regulations. McClanahan said the planning department will
close the file if it is not heard June 30, and will not submit an
additional continuance.
* Jim Kenton, representative for Al Bamberger, asked
commissioners for a timetable for the county to complete work on
County Road 113, after a court ordered agreement was reached
between the county and the owner to finish construction. Scheffel
requested documentation from outside counsel to finalize the
process, and road and bridge can begin work within two weeks.
